I live in newyork! and I read an article the other day that said that if you dont treat a border collie well, it well get mentally disturbed. so can I own a dog or what?

Depends on your lifestyle. Do you have hours every day to devote to walking and training your dog? Are you out of the house long hours? If you don't have a lot of time to devote to a dog a collie is an extremely bad choice, they are super hyper active and very very smart, not only do they need a ton of exercise but they also need mental stimulation, so you need to find some way to keep them amused such as trick training, agility, flyball, obedience, heelwork to music. Collies are less of a pet and more of a lifestyle choice than some dogs. They are very devoted to the right owners, but if you don't give them what they need they will become snappy, aggressive, nervous and possibly destroy your house. Unless you are very active and very outdoorsy with plenty of time to devote to them, I would advise another breed of dog than a collie.

Any dog will become weird with poor handling.It isn't just Border Collies.
The biggest problem owning a BC is exercise.This is a very intense breed, needing control and lots and lots of exercise, physical and mental.It is not a breed that you can take for a walk and then ignore it the rest of the day, nor is it a breed that works well for apartment living or as a pet for a working owner.BCs need a job and if you don't find them one they will find their own and it probably won't be something you want the dog to do…….lol.
If you have the time and energy to find out how to seriously train a BC, and are willing to spend a great deal of time stimulating this smartest of all breeds brain, then there is no reason you can't own one.

can also have a loud and destructive dog if you don't know how to care for it
