How to correct the bi-polar aggression from our new dog to our old one?

Both are bichon mixes, Oliver we've had for 4 years now, and Bently was a rescue we saved just 2 months ago, and he is two. They have both been fixed.Oliver is a very sweet natured dog that loves people and other dogs, he's never been mean or aggressive. Bently is extremely attached to me, and most times he and Oliver wrestle with no intention to harm. However, we cannot feed them together, every time Oliver goes to eat Bently snarls and snaps at him. The same when Oliver has a toy Bently wants or attention that he wants. Like I said, sometimes Bently couldn't seem to care less that Oliver has these things, and other times he just freaks out on him….And it has made Oliver become very skittish.

When a fight breaks out I spray Bently with water and step in between the two dogs, and Bently will always slump down to the ground on my feet, wagging his tail innocently like he never did anything at all….

I'm not sure what to do for this particuluar kind of situation.
