ok, this is a really long story so thanks to anyone who answers.

so my next-door-neighbor has two dogs, they're both mutts but they call them "shih tzu x mini poodle x bishon fris" and i call that bull sh*t (not out load) and even how they got them is wrong! well, they bought them at a big-chain-pet store and they weren't even planing on getting a dog when they bought there first one, they were just looking around when the two bratty kids saw the puppies and were all "MAMAAAAA I WANT A PUPPY" i know cuz one of those bratty kids is my friend and she bragged all about it (in detail) so they came home with a puppy, and the cheapest dog food they could possibly find. so this dog was played with for a few weeks, then they lost interest, and now it's locked up full time in A.) a small room B.) locked up in a crate full time with no toys or anything. usually the second one. AND it NEVER goes to see the vet,and NEVER goes on walks, then, a year later,history repeated itself. they were at the pet store and saw a cute puppy, guess what they came home with. and this dog currently has the same life as the other one. and to top it off, the bratty little ten year old boy, pushes both of the poor animals and shoves them HARD. i've seen him do it. now both the dogs have aggression issues and whenever they act up, the boy just shoves them into the wall. i could go one and one and one about this family and there animals (they also have a rabbit that lives in a dark, cold, basement all the time) and i know i have to stop this. can i report them to the humane society???? please help me, these animals are NOT in any way happy.
