This could be many things, take the dog to a vet.

He either has a ruptured anus or an infected anal gland.Take him to the vet.

Polyps and cancer of the anus are rare. Similar in appearance to adenomas, they should be biopsied and removed.
Pet stores shouldn't be selling dogs at all, they don't in the UK….
people wish puppies as pets, some folks dont mind adopting an adult dog but many wish a puppy for their families.
shelters have few pups available for adoption (if any) and so there is demand for them.so unless the shelter itself breeds dogs to satisfy the demand there will always be pups on the market for sale.
now, if a child wishes to have a pony, a rabbit, a rat, mouse, hamster, a goldfish as a pet,do you not have to pay for the privilege of owning the creature?is this comparable also to selling human babies?rescue groups and shelters find homes for animals that may be difficult to place but certainly people looking for companions SHOULD first visit these.
There will still be puppy mills even if pet stores stopped selling the puppies,
I'd suggest Pet Shops want puppies.And that there are far more older dogs in Rescue/Pounds than puppies.People usually want puppies and puppies command the bigger price.
I think the approach should be more on the basis of educating people NOT to buy their dog/puppies from Pet Shops, period.
