he is always itching. he didnt get any sleep last night and could not sit still for 20 seconds and he wines when the itching comes back. he doesnt scratch because he kows it will hurt him. any ideas on what to do?

i assume you've checked for fleas already? if that's not the cause the next thing you can check is allergies. one benadryl a day helps a lot of dogs with itching due to allergies. after that you can change the dog food to a limited ingredient dog food. Sometimes it's an allergy to something they are eating. most people don't realize that, especially if they have a breed prone to skin issues.

Secondary bacterial/fungal infection to flea bites (fleas live in environment not on dog). Mites or food allergy.
The vet could scrape the skin to look for mites.
If the food has a lot of corn in it, change to one with rice.You'd know for sure if you got some chicken and boiled and deboned it, and put it with some boiled rice for a few days.
